Interesting topic! It does leave open lots of room for situations. Additionally, will the kingdom you rule be the most powerfull of all the kingdoms, is there only one kingdom, or is the kingdom supposed to usurp the other surrounding kingdoms? At any rate, the most important aspect in my honest opinion is establishment. A change in rules, dividing the right people on the right positions, assuring the kingdom is well fed and the people satisfied. From there, the capital city should become fortified, and the surrounding cities (If I can assume these can be added) will follow suit, depending on their strategical location. Come to think of it, you only said "first" world order. Eh... I would probably go for a complete overhaul of any lingering political system.

Idk anything about ruling a kingdom but i think i would first establish rules and laws for anyone under any of my territories. The punishment for commiting a crime is you would be sent to jail where you would do hard labor for free. people can then pay the wardens to use these people to do work for them (which might solve the problem of kids being sold off as slaves to slave traders cause it would be illegal within my kingdom). The punishment for killing would be the death penalty. Killing more than once would be torture before death. After taking over another kingdom 25% of the riches would go to the poor 35% to the soldiers and the rest goes to the treasury. For people who commit the act of treason your family will be tortured as you stand to watch they will then be put to death and you will be put in a cell being fed only once every 3 days and given water every 2 days
