If you were a new ruler of a kingdom, what would be your first world order?

Thing is @Jinsei, I don't see fear as its true concept in what I said. Maybe is not even fear... how can I put this? People truly obey when there is respect, a belief that things will get done if said so, a belief that everything they are surrounded is just like it is. That there is a major being controlling it, every slight error will put you on a puppeteer hand. In spanish all of these feelings towards the same person are called "temor". The correct translate would be "fear". When you have "temor" you don't necessarily need to be against that person, you can also love them. Kind of weird isn't it? Or maybe I don't know the exact word in english.

It's as I thought... People who love the way things are fear losing it the most. As a ruler, if you can put the thought in everyone's heads that you are responsible for that prosperity, they'll be deathly afraid of something happening to you. Not because they fear you'll punish them but because they fear their golden goose will be lost. so to speak... I'd imagined that might be what you were getting at. More subtle, more effective, more enduring.
