Well it would depend on what they mean by bad reviews. If they mean fining trolls, sure. But genuine grievances shouldn't be penalized. If anything a company should have the reviews be tied to a facebook or similar site so at least you can verify reviews.

It's a great trip!
I went from Tokyo ---> Iga Ueno ---> Kyoto ----> Hiroshima
Loved every museum/temple/shrine. Such a beautiful place.
