That's a stretch in this regard but I will say that art is interpreted through the lens of the viewer. Is it the horns or more? Art is not very literal at times. Have you read about the artist or what this installation is about?
https://gothamtogo.com/raising-new-symbols-of-justice-in-madison-sq-park-atop-neighboring-courthouse-shahzia-sikander-havah-to-breathe-air-life/
"the exhibition Havah…to breathe, air, life features two new large-scale sculptures—one within the park that can be transformed through augmented reality and another atop the Courthouse rooftop, the first female figure to adorn one of its ten plinths."
"In the park, Sikander places a monumental female figure that teems with symbolic imagery, titled Witness. Wearing a hoop skirt inspired by the courtroom’s stained-glass ceiling dome and detailed with mosaic, the figure’s arms and lower legs swirl into a decorative motif suggesting tree roots, a reference to what the artist has called the “self-rootedness of the female form; it can carry its roots wherever it goes.” The figure’s hair is braided to resemble a ram’s horns, identified in Eastern and Western traditions as a symbol of strength."
“Through luminous allegorical female figures, Shahzia’s project asks who is historically represented and who wields power in the justice system, both symbolically and actually,” said Brooke Kamin Rapaport, Deputy Director and Martin Friedman Chief Curator of Madison Square Park Conservancy. “Shahzia continues to innovate artistic forms, and Havah, meaning ‘air’ or ‘atmosphere’ in Urdu and ‘Eve’ in Arabic and Hebrew, is a transformative project. The work conceptually and physically unites the park and the Courthouse through dialogue amongst monumental sculptures, video animation, and AR.”

@verucassault riiiiiight and what exactly does that have to do with a courthouse? You see what im saying here? With the bull in front of that i think it was trade center? It represents a bull market which is a literal term used in trading. Wtf does any of what was said have to do with a courthouse and why is it there? You are really gonna take what people tell you at face value like you dont know lying is a thing? If the government told you rn the economy is doing just fine despite everything you once bought is now more expensive ofc they didnt lie to you.

I mean there could be tons of reasons why it's there like if it's a privately funded courthouse it could've been requested by the person who funded it, if it was publicly funded maybe the community wanted it since i know downtown where i live the community is always creating statues and murals for buildings after getting permission to do so from whoever they have to get permission from there's a section where there's a bunch of headless naked statues downtown it freaked me out the first time I saw em but art students in my college got permission to make them there

I proposed a public sculpture in art class that was a woman taking off her shirt over her head.
At that time, laws were being discussed to either protect or prohibit women from breastfeeding in public. It's ruled by state, so for Oklahoma, a law was passed to permit it/protect women in 2004.
My sculpture was to align with an arch that was already on campus, acting as a portal to call back to the first woman who went topless in protest in regards to public indecency.

The artist, Shahzia Sikander has created a major new project on the theme of women and justice for a multimedia exhibition, Havah…to breathe, air, life, in Madison Square Park and the nearby Courthouse of the Appellate Division, First Department of the Supreme Court of the State of New York. Sikander's creative artwork are the tradition of Indo-Persian. That statue is unites female figures and motifs from nature and confronts symbols of power and justice to examine long-standing practices and attitudes impeding the advancement of women. Over centuries, throughout cultures, in literature, paintings, sculptures, and monuments, Justice has been rendered in the form of a woman, often holding scales, to symbolize the balance of power. All her statues like the one in NYC are everywhere in the state of NY. Her creative artworks are pretty cool to me but I don't see it as an idolatry, I see it more as creative artwork.
