It's true that the local Senators, mayors, and city councils bear the bulk of the responsibility to enforce state laws.

The president is not in charge of a state's police enforcement. He could declare a state of emergency and draft police officers into the military which he'd have some influence on, but actually the Department of Defense would have majority jurisdiction of control.

He should be quelling people's fears, however the issue with police is a state by state basis. Federal Laws are only as effective as individual states are willing to enforce.

im not educated enough on the states atm during this
but i also haven't seen the damage of the rioters being enough to warrant a state of emergency
that being said i haven't looked for the damage, so it may be that bad, but i doubt it
the majority of this has been protests that the police have agitated
