Because the president may be responsible for the country as a whole but the states also govern themselves hence if the president wanted to use military force to stop looters and riots and the state says nah then is he still bad? When now that decision costs people their life.

he probz wont stop it he even condemned the rioters in a recent address (in a much more tactical and linguistical way than trump could ever dream to muster) but he is 100% more likely to at least hear out demands and try and deescolate things something trump has failed in time and time again what we need is deescalation there's also the fact that Obama himself wrote out some sensible things to implement when it comes to police reform 8cantwait i believe
