It's true. Whenever we reach the development stage where the gender deciding hormones are released, the penis grows from the clitoris. SO essentially everyone is a woman until this happens. (XX/XY chromosones and all that yes yes, I know... I summarized.)

Yes it is a micro penis as well. In utero a baby's genitalia forms as a bump. When male that bump extends outward along a shaft forming the penis. For a woman the bump shrinks inwards until it is super tiny, and becomes a clit.
