Well when Gates open, they are hidden, but are active for an amount of time, also yes Magic use is limited on Earth when someone comes from Terra, they lose their augments like strength, become more Vulnerable, and their speed and reflexes unless they uses magic to enhance themselves . On Earth there are number of ways some may replenish their Magic such as a Meditation, but only works for those who came from Terra, or they can bring a Special Fruit that has magical properties
