Not really, the Japanese just pride pale skin - its a sign of being rich. Black people are associated with ganguro, even though ganguro is more analogous to the spray-tan, bleached hair women.

Well lets see, I was gonna say that myself but crazy wise I'd say Bobo-bo Bo-bobo. My brain just... like... shuts down a little at any mention of it.
