I confess that the anime/manga industry only caters to it's fans. In other words, don't blame the creators, blame the fans. It's a product like anything else and if it sells, that's what they'll make.

I don't know Yaasshat, that's like blaming gamers for poorly designed games.
I've seen plenty of things ruined because someone higher up thought smaller budget bigger profits. Then they just say the product itself was a failure rather than blaming it on the quality in which they made it.
Just because we're fans, doesn't mean the person deciding the budget is, and will agree it's worth while.

tbh I have been importing the newest season of Tenchi as it comes out even though I cant watch it without the Subs so they just look pretty on my Shelf. >.>

I'd personally say that it's about half and half. You have those upper management people who think they can try to save as much as they can and it ends up affecting the game. However there are also the fans who either just aren't happy with newer products and continue to knock them in favor of what they remember of the old.
Let's take Halo as an example. The first and second games are highly praised but you rarely hear half as much praise for the games after that. Even companies now are realizing that putting an older game on a newer generation machine will make quick and easy bucks. Instead of wanting new, they want more of the old back. Also see Sonic.
That said, using that game analogy again, Phantasy Star Online 2. Huge MMO that westerners wanted Sega to bring to the west as well. Huge demand, easy to get people to buy the product. What happened? It never came. We got a coming soon message before all went dead. And another famous example, Mega Man Legends 3.
As for anime itself, it's clear the times have changed since the days of old. The way they draw, the plot as well as the "plot". It's clear your average moeblob anime will sell since a lot of it keeps coming around each season.
