Anti-heroes are not villains. If they go outside the rules of their society then generally it will be shown that the end result justified the means. The only caveat being that in their pursuit they may align with orderly or heroic characters believing their end goals to be morally just. The story may even promote the anti-villain doing something that consequently benefits society on some level making it difficult to deny that villain is entirely corrupt or without method to their madness. In the end both anti characters will result in a good or bad outcome. The question lies in their methods of acquiring said end.
