So now they are trying to say there are no pipes in the kits but I'm betting the backlash has them coming up with new marketing for replacing the word "pipes" so that it hits the populace softer. I found an article from last year in April where they were being distributed in a county in Maryland and it lists what the kits contained. ---- 'Crack pipes is where we draw the line': Safe smoking kits draw backlash in AACO by Amy SimpsonFriday, April 9th 2021 ANNAPOLIS, MD (WBFF) - The distribution of crack pipes in Anne Arundel County is causing backlash this week. The Caucus of African American Leaders of Anne Arundel County says several hundred crack pipes were recently handed out by public health workers to neighborhoods in the City of Annapolis and Brooklyn just south of Baltimore. “Absolutely dumbfounded,” said Carl Snowden, Chairman of the Caucus. “It was inexcusable, unacceptable.” Snowden says he received a call this week from a recovering addict. “She received at her home a packet coming from the Anne Arundel County Health Department, which included in it crack pipes,” said Snowden. Snowden shared photos showing a number of items from the handouts including a toothbrush, comb, latex gloves, snacks, Narcan, drug tests, tourniquets, syringes, and crack pipes. “We were very, very clear that crack pipes is where we draw the line,” said Snowden. It is controversial – though not uncommon – for public health initiatives to include clean needles to assist in safer drug use and to prevent the spread of disease. In this case, Snowden says handing out crack pipes to these communities is detrimental considering the historical impact of the crack cocaine epidemic of the 1980’s. “When the health department is giving people these crack pipes purportedly because it is out of concern for their health, its having an unintended consequence,” said Snowden. “Its really compounding and exacerbating the problem.”

I think would just prefer to decriminalize it all and have it regulated because at this point it's like driving around on a donut forever instead of replacing the tire. Before, I was more open to natural/grown substances, nothing processed or manufactured but I don't think it matters anyway. I still think a huge part of it could be fixed by addressing mental health.
