I think having a social circle of fellow geeks is helpful even if they aren't necessarily into anime, but could be video games, table games, scifi, comics, etc. If you're young enough and in high school or college, many places nowadays have a local gaming or anime club you can be a part of. Going to cons isn't a bad strategy either, although having at least one friend to go with is nice since you won't feel like a total outcast that way. Some have speed dating if that's what you're really after, but I find sitting down at panels is a good way to be social since what the panel is about is always a good ice breaker if you're gonna possibly talk to someone randomly.
I will say from experience the older you get, the less easy it feels to make friends since you tend just to want to stick with what you know or the people you are comfortable with and it's not easy to want to break away from that sometimes, especially if you're a very introverted person. Even chatting online isn't a bad first step, and just asking people questions and random things isn't a bad way to get to know them. Taking an actual genuine interest in someone is a good way to show them you like them at least from a dating persepctive.
