yeah because weed was mostly a black drug back then cocaine wasn't as heavily penalized as crack for some straaaange reason /sarcasm

But smugglers arent the only reason for everywhere in south america being bad. There are corrupt police and such in other places

cartels are a huge reason, pan cartels are also the reason why most refugees are fleeing to America they also have a strange hold on the Mexican government hurting them would help in so many ways

which is why my immigration solution personally is end the war on drugs make it easier to renew your work visa and invest in mexico

I see what ur saying, i do and as much as i want south america to prosper and become a first world party in the new world. We gotta fix our own problem first.
