Can People Change?

Yes, they can. People Change either by their own will to change or by major events in their lives. You don't have to go far from the highschool year book and the modern day facebook equivalents to see the evidence. As for reforms for the damned specifically, then that would be a nature vs nurture thing and very much depends on many variables such as their upbringing, mental health, circumstance ect. I believe with enough willpower anyone can change or atleast to better themselves. They'd have to really want to change or fate would really want them to change.
