I literally just said how. You posed the question to me immediately after bringing up an entirely different situation, which changes the context of the argument. You simplified both situations and lumped them under one umbrella, even though the terms of engagement are entirely different.

Mall shooter situation had an active shooter, actively taking lives
Riot shooter, fleeing the scene, towards authority lines, turning his back on the people persuing him, when he could've easily just shot them.
These terms of engagement are entirely different, and lumping them under the same umbrella is fucking stupid, yet every time I bring this up you choose to ignore it

Lamby....take it to congress is literally multiple options. Signed petitions, voting ACTUAL POLITICIANS WHO ARENT AFRAID OF SPEAKING UP, organizing meetings with these politicians instead of idiots going to these meetings telling how mandatory mask use are killing them because they cant breathe due to a health condition. If this doesnt answer your question idk what will. There are ways to get your point across without wandering streets aimlessly and harming local businesses.

now THAT is something i agree with, panpan!
the greatest weapon a person has is there vote, and only 2% of citizens vote in small elections that decide things like mayoral and sheriff positions
however
how do you get people to listen to vote if not through protests where your shouting and have signs that educate them to do so?
now ill ask, when has signing a petition had any meaningful change? its literally a meme
protests have done more then a petition would have, and proests have gotten some things accomplished like getting rid of no knock warrents in briannes state, but that's about it
voting is the number one weapon citizens hold over politians, but protests are second, and they are an amendment and should be as respected as the right to own a firearm my man

As i said before if you can end someone's career in one tweet from halfway across the world you can do the same to start a change. Social media is seen by literally millions. Protesting only has a local effect and if i dont go outside out of fear of being attacked how do i know what they are protesting about? Marching in unison worked back in the day when it was all peaceful and organized and had a central figure giving speeches. But this isnt that we arent martin luther king, we arent rosa parks, we arent any of these black activists. Just a hunch of young dumb teens who havent seen the brunt of real inequality. Social media works, use it. No one even needs to leave their home.

if people marching in the fucking street doesn't work how will a fucking hashtag work?
