Oh that is a tough call. There so many great bad guys. Like Light from Death Note, Gilgamesh from Fate Stay Night and Fate/Zero. The whole group of Bahl Masque from Shana, Lust in FMA, Shishio from Rurouni Kenshin, Sesshomaru from Inuyasha are a few that come to mind.

Definitely Naraku from InuYasha. I mean seriously every time they defeated him he came back stronger.

Char Aznable was great for his ability to manipulate. The best has to be Yujiro Hanma from Grappler Baki. He fears no man or beast, can counter any martial art known to man, kills polar bears with his bare hands and can only sleep well at night after he's brutally injured or killed multiple fighters that day. I have to give the lunatic award to the person who says that maiming inferior fighters is "better than sex"

There are a tons of villain out there but only few could be consider great. What i meant is IMO being a great villain don't necessary needs to be the likes of Freeza, Cell who could destroy a planet. Give a character a set of beliefs and idealogies and then put them in the situation where their beliefs can be challenge and expose as flawed then have them grow from that experience and develop a new beliefs and ideologies. This is a great standard on being a great villain. I have a lot of great villains in my list but i will just choose the first villain that comes out in my mind right now and state my reasons on why i consider him a great villian Shinobu Sensui from Yuyu Hakusho Sensui primary motivation was his black and white notion of justice (protecting the weak against the strong) this notion of justice led him to become a spirit detective and protects humans from demons as he sees that all demons were bad. However, when he went to a mission and saw some humans were punishing demons this is where it completely challenge his beliefs that shock him that led to a psychological breakdown, and cause a Paradigm shift in how he saw Light and Darkness between human beings and demons. He saw that humans were just as corrupt, if not more sinister than demons themselves. Because Sensui didn’t know how to respond to the given situation with this corrupt and bloody encounter, out of unconscious instinct, he eradicated everyone in the torture chamber for demons. This experience took a major impact in his mentality that he would eventually find himself dissociating his personality to the point where he would have multiple personality disorder. However, he was able to control those emotions, and his brain created them as a coping mechanism that handle that moment where all of his ideologies of humans and demons was changed forever. He developed 7 personalities, including his own that is considered to be the purest of all other forms. Truly not only a great villain but a great character. And here are some villains who i believe were as great just like Sensui. Johan Liebert from Monster Griffith from Berserk Toguro from Yuyu Hakusho Shishio from Rurouni Kenshin Meruem from Hunter x Hunter etc.................

Lmao, Gary Oak: perfect. But I'd say, this is up for debate, but Griffith from Berserk.
