Ive never seen Bleach, but on reputation alone, Aizen seems to be one of the best. I'm a big fan of Vicious from Cowboy Bebop and the Frost Brothers from Gundam X.

Aizen was incredibly intelligent and had intense foresight, I mean he saw nearly EVERYTHING coming and made it part of his plan to make such things happen. He also killed whoever and whenever he damn well pleased, and managed to make all of the people he did or attempted to kill fit into his plan. Pretty devious badass for that. I mean, should he have quit playing around with everyones minds and just plain killed the annoyances in his way right off, he would have won rather quickly.

My favorite anime villain is Dante, from the first FMA series. Sure, Father in the manga/Brotherhood was good also, but.... I dunno, he just felt like i've seen him before, a little to stereotypical big-bad villain for me. But with Dante, I never got that. She was more interesting [in my opinion, of course] because she WASN'T capable of leveling cities, she COULDN'T cripple alchemy with her footsteps, she was a plain human being. She was so vain and so self absorbed (I know father was also, but Dante brought it to a new level)that she was willing to manipulate people and twist the knife into starting whole wars just so she could squeeze a few more years out, and all without Father's incredible powers. I know this is probably just me, but that's why I found her a bit more interesting then any others.

If you define best and villain I would have an easier time with this. I would say Lelouch from Code Geass R2 Definitely be 'Best' Villan

the most evil anime villain I've seen thus far... Knives from Trigun Griffith from Berserk Kyubee from Puella The Major from Hellsing Father from FMAB
