I was considering Chatango, but I've used Chatango extensively and there are a ton of wacky people there. If you make an account then it's easy for people to bother you through private messaging when you just want to talk to your friends.

Just an FYI, you could also create a VOIP using Dolby Axon. Its 100% free, and easy to setup/run/use. https://axon.dolby.com/ Just a suggestion.

The "Banned" thing is an inside joke for the Tinychat room. Since I'm a stickler and yell "BANNED" whenever somebody does something even remotely raunchy. (Even though I don't really ban anyone.) I know what Dolby Axon is, but to be honest running everyone through the installation process is too difficult as most people wouldn't know how to use it properly. The tinychat has built in webcam and voice support so that's good enough for me.
