I rewatched it in slow motion, it looks like Gabi fires her shot, and it ricochets around the room and almost kills Jean. Jean doesn't fire, there's only 1 gunshot heard. It seems like a callback to the time Jean hesitates to shoot that military police woman during the uprising arc.
