I have reviewed a number of series on this site, but it is my personal decision not to give any show a perfect score.
The highest I will ever rate a show is 9 because all art can use improvement.
As for shows between the years 2019-20, the only ones close I feel that I have seen recently are "Somali and the Forest Spirit" , "Vinland Saga" , and "Welcome to Demon School! Iruma-kun."
My list is not complete yet but these are some of my favorites:
