Make a mandatory time delay of like 5 hours for new posts from new users

after a fairly new user/account makes a forum post, make it make them wait like 5 hours before they can post again, in order to keep the TRASH POSTERS SPAM POSTS to a minmum and not back to back,...their clogging up the forums. Please and thank you

Sadly, this won't accomplish what you desire. There numerous ways around that, and it only harms real users to put it in place. Ex: I have 20 accounts made yesterday, I spam shet and get banned on all 20. Make 20accounts, wait till tomorrow, repeat.

I would instead recommend email based banning. If an account is banned, all accounts with that same email will be banned/blocked. So they would need to waste their time making a new email every time they get banned before also making a new account.

It's sad that the admin doesn't show desire of doing something against the site looking like shit...and I'm not talking about the design... You can heavily limit the amount of threads new users (some months old) can do per day. It's not like regular users spam new threads anyways. If you ban someone, it should be an option to automatically delete all posts/threads made by that person, so it makes easier for mods to 'clean' all this. Well. It doesn't matter the amount of ideas being thrown. The site is doomed if the admin isn't interested.
