No, there should be absolutely no time limit on reporting rape. If there was, might as well throw out all the decades old reports against priests and have no justice. People are quiet for a myriad of reasons and that does not invalidate when they do decide to finally talk. The problem is, proving anything happened. Personally, I say speak up regardless. If you've been raped/sexually assaulted, I have no pity for the accused, barring lack of evidence. In cases such as "I was assaulted, but I can't remember where or when and those I've said were present, they don't recall either. ", what do we do then? Again, barring evidence, it's going to be hard to prove he said she said.
