I definitely don’t believe true happiness is achieveable. I agree with a few other posters saying happiness is momentary. I don’t think anyone can be happy all the time and in my opinion that would be true happiness. There are just too many highs in lows in life for it to be that way. However I do believe you choose your own happiness in life :)

Depends on your definition of true happiness.
Do you mean that high feeling whenever do something awesome? Then no, that's usually adrenaline or endorphins that are used up rather quickly.
Do you mean never being sad, ever again? Again, No. Because something will always make you sad at some point in your life.
Or, do you mean being content with your life? Yes. That you can do, But you have to work to achieve that life. Happiness is a mindset, not an emotion. It's knowing things could be worse, and focusing on the good rather than the bad. It's accepting you'll be sad, and to continue to move forward. It's easy to be a sad person, It's hard to be a happy one.

In Japan, there are two different words to describe happiness. One is the verb, "ureshii" (嬉しい - "to be happy"). This refers to the smaller bits of satisfaction and happiness we get on a momentary basis. The other is the nominal/noun, "shiawase" (幸せ - "happiness", or "shiawase ni naru" - 幸せになる - "to be happy"). This is the long-term happiness that refers to living a satisfactory life with minimal fears, insecurity, sadness, anger, etc.
While we'd normally put emphasis on the idea of long-term happiness, oftentimes, the key to being "shiawase" is to be self-aware and recognize the value of all the little things that make you "ureshii".
How you do that is going to depend on YOUR desires, needs, and view of the world.
