I'm more fond of Ace, but it depends on which two is your favorite.

Ace is a fire type devil fruit user, but he is very cool and collective and usually thinks things through most of the time. Sanji is funny, but a huge pervert. Though the anime dishes sounds awesome from him. Sanji might also be the easiest yo put together since he usually wears a button up shirt and slacks. Ace might be difficult only due to the tattoo on his back and type of jewelry he wears. Do you enjoy easy or hard to make cosplays?

I guess you can start on shar you are willing to pay, what you have already that can be used for both, and how much time you have until your con. Plus, you can always cosplay them both. Sanji one day and ace another. When i did mine it was what cheapest thing i can get. Mine was basically thought of mostly on money and how much motivation i had to do this.
