What Should I Cosplay As?

Anime Expo 2012 is coming up, and I don't have a clue as to what I could cosplay as. I've watched a good bit of anime and stuff, and my mom's a seamstress with skills and resources. The costume itself shouldn't be a problem - it lies in choosing what character to be! I need suggestions based upon aspects of myself, both physical and personality-based. I'm 5'2 or 5'3, possess a marathoner's body, and have shoulder length dark brown hair. My glasses are vital to my function. I'm trying to stay away from wigs but I am still open to using them if I must. Personality wise: I'm goofy, immature, saucy, perverted, potty mouthed, and really really funny ... if you can break the ice of my frigid, intellectual exterior personality. Also, I'm not a cat person AT ALL. But I like dogs and birds. I'd like to wear a dress or go for something that requires COMBAT BOOTS. Is there any anime out there that has a character I could cosplay that fits at least two of these criteria?

Update: SO I decided to settle as Kinon Bachika from Tengen Toppa Gurren Lagann, pre-timeskip. I can make everything except the boots and gloves. I need help finding a good base for the shoes so I don't have to go and spend 250 dollars on stupid boots that don't match anything. Any help?
