L - Like neet said. Focus on getting your life moving and being as self-reliant as you can. That helps build confidence as does practice talking to others like you are here. Having the comfort level to flirt will come naturally and you will be ready when it does if you work at it. Good Luck

Have nice non creepy smile, say high and ask a random broad question that you can branch off of so the convo doesn't get dull too quickly. Simplicity is key, never over think it because then you'll start to trip over your words and your nerves will get the better of you and ain't nobody got time of that. Hope this helps! Good luck

Like a lot of the previous guys said-ask good, simple questions and let the other person talk about themselves. People like talking talking about themselves, it's human nature. Being a good, active listener also helps. When the person is talking for example its good to pay real attention to what they're say and make empathetic noises: "Ooooh", "Uhuhu". You'd be surprised how little you have to talk when you're a good listener :)

Well when i was younger every time i talked to a girl i liked ended up screwing things up, that made me be a very silent and shy teenager to the point i would only talk to when requested. Still pretty shy in person but at least i can make up a few words, but yeah 90% of my friends are on the internet
