Okay, well for me and my character ~ a human, that strongly believes in justice. I am remarkably strong for a human, even on par with the animal people. I am a general of the forces of good. Although I'm not the guy calling all the shots, I am respected and handle certain on the spot decisions. I wear medium scarelet armor with gold trim. The armor appears heavy but I get around as if it was light. My weapon of choice is a large sword, but I am known to use a large Axe.

Maybe every race has a certain amount of representatives on the councel due to their power, and every race has a champion or a general

Oh crap this totally skipped my mind but I think it would be important to stick probably the largest and populated town in city in the center connecting to all factions Mainly cause it would be the newbie zone along with being the neutral zone where faction counsel or leaders conviene.

Oh uh I think it would be a good idea to set some guidelines for race attributes and abilities (an ability that can be activated once or twice per day for a short duration or something like that) as well >.>
Here's my suggestion:
Human: Generally adept at everything, it's only drawback being it not being specialized for any class. Special ability: Honestly no clue...maybe something like vigilance (extra defense+health and knock-back/down immune)
Elf: Slightly magically endowed species that can also function as other more tanky roles but not typically known for the class. Special ability: Maybe something like skyrim where they get a larger mana pool, maybe some more health too and a little more mana regen
Beastman: Strong and agile species, though not very magically inclined, still capable magicians but not known for the class. Special ability: Something like more health faster attack speed and more health regen
Cyborg: Tankiest and fastest race with almost no affinity for magic, that's not to say that can't become highly specialized magic cross classes...but more likely selected for a tank or dps class. Special ability: extra defense and magic defense and knock-back/down immune
Fallen: Most magically inclined race though also the weakest physically can still become highly specialized cross classes like paladins effectively. Special ability: more mana and mana regen and maybe quicker attack speed(could function for cast time as well)

how will the level up system work what do you need to collect for experience...all so for the neutral side it will be the god worshipers obviously since god has abandoned the humans and they refuse to join the factions against the heavens

I was thinking it would be cool if the level up system worked kinda like skyrim w/ a usage based system. Maybe a crafting system similar to Monster Hunter games.

I don't see why not as long as it's limited in some believable manner, like say...there's rare spawn monsters or something that drop rare items. Probably the most believable manner would be to have item drops only applicable to things that are holding said item or wearing said item, and have other item drops relinquished to chests being guarded by monsters, still having rare mat drops used to create rare weapons and armor.

Have the item relate to the monster who dropped it. Like you would get meat, clothing, ect. from defeating a large monster, not potions, sacks of gold, ect. Unless the monster was guarding it or wearing it already. Have the item have somethingto do with the battle as well. Lets say a monster was hiding behind a fake wall and possesed a mask that allowed you to see through hidden passage ways. Stuff like that.
