Fuck that's hard... I'll say cuddles but only by a hair. If sex were a car then cuddles would be a house. While some people can live in their car... it's nice to have a comfortable warm home to be with( and inside [; ). Yeah, that analogy works. And just like a car and a home, I prefer having both.

Cuddles. Sex is just there and doesn't ever have any emotional connection. Cuddling on the other hand is wonderful. Having someone pull you close because they want to be next to you and the other small things are great and something that I feel I lack in my life so I value it more.
