Higurashi naku no koru ni is up there for sure, but it's not entirely "horror" per say. It's more mystery than anything. If you just want a horror that you don't have to think about too much, watch "Another".

Deadman Wonderland, Another, Higurashi, Umineko, etc. This season Tokyo Ghoul is a good horror-esque anime.

If your into supernatural/ horror anime you might want to check out Supernatural: The Animation. There is also Gyo, Monster, Uzumaki, Ayakashi: Samurai Horror Tales. These are just some of the more scary ones I can thing of. If you like Manga check out seeds of anxiety. And anything by Junti Ito, creator of The Spiral.
