Yes it is very, while semi accepting you will never full be accepted into japanese society. You can live in a place in 15 years and know everyone and all their quirks and you will always be the foreigner. You will never be invited to the "Japanese" social gatherings(what few there are) and will often be seen as a possible suspect before other japanese citizens if a crime occurs.
