Yes that is the art style. Its kind of random at times and the things they say can be absurd. Yuri is my favorite character. xD

I read somewhere online that there may be a possibility of it getting picked up by another studio but I dont know if its legit. Or if I would even want that to happen. Nothing worse than someone else coming along and ruining a good show.
