I usually want to tell a story with my AMVs. They're usually action based, but I'll admit that I do have a 'romance' one in the works for a friend, but I'm really picky about the romance ones. The music has to be a song that speaks to me of a character. I actually try and avoid the really popular songs that everyone uses, but I do have a plan for a Weiss Kreuz AMV to Three Days Grace - Time of Dying. Most of my ideas come to me when hearing a song in the car and it making me think of an anime or character.
