Pretty sure he wants a feature where you can mention a specific user and it will alert that user when they've been mentioned. Kinda like on twitter or imgur. Like if I went to a different thread that you don't really go to and say "@Impalpable Panda is a big nerd!" (or @Pandah, since that's your actual account name), you'd get an alert to that post.
