Well, the clitoris is generally the same anatomical structure as the penis though obviously development branched directions. And humans can't be hermaphrodite. We all only get one set of gonads :P

There are a surprising amount of hermaphrodite humans, it's not exactly all that rare, something like a 1.7% chance...(not trying to argue just saying facts >.>) @╬ ₪ ╬ no...it's not technically a dick it serves no dick purposes other than being a bundle of feel good nerves.

How silly of me to doubt future science, you're right in that maybe someday they'll be able to perform a sex change operation on a female to have actual functioning male genitalia. But strictly speaking...having that operation performed would negate the whole virginity thing anyways >.>

@Karasu humans can't be true hermaphrodites. We can have pseudohermaphrodite like people with Turner's Syndrome (XO chromosome), that's not really hermaphroditism, which is having complete and functional sets of both female and male sexual organs. Which isn't just external genitalia.
