Are you talking about wearing shorts underneath a dress, like my beloved Misaka Mikoto? No one except for Misaka is allowed to do that. Not because it's exlusive to her, but because it would look awful on anyone else.

I confess there are a few here that i have some sort of feelings blooming for. But I'm pretty certain that i am alone in my feelings. So there need be no worry.
