I definitely agree with you that Mayuri Kurotsuchi would fit into the world of One Piece as a demented scientist. He could possibly be the equivalent of Ceaser mixed with Vega Punk...it actually would be interesting to see him in the world.
As far as Shinagami go, I think it would be a split...I don't see Kenpachi working for the World Government.
