you made a general statement about the villains
not most villains, but just about the villains
while yes, kishimoto kept his villains (his big villains, not the small petty ones) fleshed out with some what reasonably justifications, they were not all people you would feel sorry for or secret good guys xD
you could also bring up the villains in the movies, that had 0 good motivations beside selfishness as well
