The end of Azumanga Daioh. Also, in Madoka Magika, the concepts of hopelessness and futility hit rather close to home.

I have yet to cry in sorrow to anime. Closest I've gotten is episode three of Sword Art Online, still wasn't all that close tbh. Tears of laughter, on the other hand, goes to Monthly Girls' Nozaki-kun. Did it a few times, episode eight being the one that REALLY got me. I think Ouran made me cry laughing once or twice too.
