I think it would be a lelouch he has more resources and is willing to kill 100s of people to accomplish his goals where as light just has the police and dosnt really break the law he kills but wont kill innocent people unless they try to stop him. I was thinking the death note kills anyone whos name is written in it that's absolute but what if light wrote cc real name in it would she die then come back to life sence she is immortal
