I was more appealed into psycho analysis aspect of it. But true too many factors depending on individuals, which is why I was factoring it as a general attitude towards the preferences or choices in terms of what is found as appealing towards grown individuals who like childish things.
Because society which is another animal in itself, is what judges accepts or denies what is to be put as acceptable. Just like liking loli characters, can make a lot of people believe you are a lolicon while in reality the aspect a person can enjoy can be from the innocent and cute aspect of the "acting" of said character or even its art. Instead of a sexual appeal which in truth is the definition of lolicon.
But alas you are right its all more of a matter of perception.

Yeah, it's hard to determine unless it's a case by case basis.
As for people who like loli, they get a lot of heat specifically because of what you said. People automatically think "pedophile" when they hear someone say they like that sort of thing, regardless of whether the character is 18+, 21+, etc. Also, they're cartoons, to say the least -.- A huge debate is to be had over whether or not Loli-con is acceptable or not, and the same can be said about sis-con, or anything, I suppose, that is technically "morally" wrong. It all comes down to a society's beliefs, and how they view specific contexts of individuals. But as you said, it can be any aspect of something that someone likes; not necessarily sexual. Jumping to conclusions doesn't help anyone :l
What's right in one country or civilization may be unspeakable in another.
Personally, I see nothing wrong with liking anything, as long as the boundaries of "harm" and "negative intent" are not crossed. If you like Loli, feel free, but don't touch children or fuel pedophilia. If you are a sis-con, go for it, but don't molest your sister. Follow the law, respect people, and be a good person. If you harm anyone else, or intend to, that's when you have an issue.
As for people who like things below their (supposedly) developmental/cognitive level, well.. it's preference, as long as it's not derived from psychological/social trauma of some form.
