Probably a longshot but .. Canada..?

My friend in Montreal mentions there's an anime convention or two there, but I don't think he's been to any. He mentioned seeing cosplayers sometimes on those days, though.

Yeah they do have one or two here and we get the fantasia film festival too which is also pretty cool but I never end up going since I don't want to go alone -_-
