This is a common problem but honestly the only way my friends and I handled it was have a large amount of people to one room like eight people in a two bed room and watching for when the tickets first went on sale because they are always cheaper the sooner you buy them also ramen and poptarts help too c: Also planning in advance is always a good idea, like months in advance so you can save money and get enough people to pay in for a room

Only get a room you know you can afford by con time or get deposits from people that want to stay.

I only reserve rooms I can drop if I lose people, so if it turns out no one can go but me, then I don't have to worry about paying for empty rooms. We all split the cost so it isn't nearly as bad. When looking for rooms keep that in mind, are you locked in? or can you cancel at no charge? How much time do you have to cancel? Also if you can pay for it yourself and have others reimburse you, great! but having money in hand by lock in date may help your case so you aren't screwed if no one goes. I would be surprised that you wouldn't be able to find anyone to go with you.
