Best romance? hmmm....Toradora is the first that comes to mind, then their is Kaichou wa Maid-sama, Kimi ni Todoke and Sukitte Ii na yo that are just as good.

Why has almost no one mentioned Lovely Complex? It's one of the only anime to convey emotions very well and is notable because of it. Another series is Kimikiss: Pure Rouge, it's the anime that caused me to make the decision to become an Otaku.
Toradora is great, but I won't need to reiterate. Maid-sama! is another good one. Rumble Hearts is another specially powerful anime, but you have to watch the whole series. Suzuka is another great one. Chobits would be an interesting choice, but still falls into the romantic category, albeit, with a lot of fanservice. Of course, as far as fanservice, there isn't a whole lot of anime that has more than Rosario + Vampire, but that's more harem than romantic. Though not a full-on romantic story, Spice + Wolf does have its moments. There's a lot more, but I can't think of them at the moment. Below is the above listed in a much easier to read list:
