Mario's F-air has never been a spike in any Smash game other than Smash 64 and Smash 4. In Melee and Brawl's Mario's F-air hitbox was a meteor.
There's a difference between the two. While they both are hitboxes which have knockback that sends downward, spikes can not be jump canceled while meteors can be.

What you'll see in this video is Falcon knock DK off stage and then try to edge guard him with a d-air. Falcon's lower d-air hitbox is a meteor, which means the knockback, after hitstun, can be cancelled with a jump or an up+b. Donkey kong Up-Bs to cancel Falcon's d-air, but Falcon follows up with a F-air (knee) and lands the sweetspot, killing DK.
Here's another Melee clip where Link meteor cancels Ganondorf's d-air with his up+b.

Here's a match with Squeak who does a few Mario combos in game 2 of this set. One thing I noticed messing with Mario. If you dash attack near the ledge on BF (and probably other stages too, I need to test it though) you can stage spike recovering characters (This is great because the only hope they have to recover is a stage tech, but even with or without one Mario can drop-zone neutral-air).
