When this probability, measured by the "Crime Coefficient" index, is too high in some individuals those individuals are pursued and apprehended—with lethal force, if necessary.

The series takes place in the near future, when it is possible to instantaneously measure and quantify a person's state of mind and personality. This information is recorded and processed, and the term "Psycho-Pass" refers to a standard used to measure an individual's being.

The story takes place in a world with only one big continent. This world is divided into two federations engaged in an endless series of fruitless wars.
