you're probably right!! I'm not au fait on the US presidential systems, I just find it an odd thought that the government in the US can't speed through crisis aid for their own people - I mean, I'd like to think Congress and the Supreme Court would be eager to approve it pretty quickly, especially considering that within two years (since feb 2022) they managed to OK $61.3 billion worth of aid and get it over to Ukraine. Don't get me wrong, I think that is a good thing, it's just that if I were in any position of power in the US that could make that call right now I'd imagine my focus would be on my own people. i'm sure in the end they'll get the aid they need, but seeing all of the towns wiped out completely, it's hard to imagine solving that with $20 mil. hopefully they'll eventually increase that.
