Google translator helps a bit but it seems that overall that there are 5ish other sites (Lilith Game, Lilith Black, Lilith Anime, Lilith Soft and Lilith Mist) each with a specific variety of H-Products. Lo-Lillith just seems to be the loli version. If you look at the tab in your browser it says "Little girl|LO-Lilith" Dicey indeed.

Yes from what I can tell from the parent site that is the newest "branch." There's a banner that says "Now open" in english advertising it. I can only assume it's a preview of things to come, much as a chain announces their newest store before they even begin construction.
