For someone that age, your best bet in finding a bf for her is at an anime con or at your schools anime club if they have one. Around here most guys are going to be 16+ and not interested in someone that young.

Personally, I don't think it's a wise idea to introduce your friend to this site for such an early age. For your safety Kawaii, I think it's better just to let things happen naturally.
