I just want to go on a note for the title and the idea of this.
3D animation, even for the sake of an anime, is not cheap. Nor is it lazy. I'd actually argue that it takes more time and energy to do anything with 3D than it does with 2D. The only real benifits to 3D are that you do not have to worry about redrawing anything. But, you bring a lot of other things into play instead. Render times being one. Rigging of characters. I mean, they do have to have an entire system of ik and fk handles in order to move around. Not to mention set animation forms/sliders and the like in order to make it so the character can articulate emotion through motion. Lighting. Texturing. And all of that gets constantly redone, over and over and over again.
The real issue isn't that its bad. And its not that its lazy. Or cheap. Because it can be, and tends to be just as costly as 2D animation. The problem comes from the misuse of it. Or rather, the lack of knowledge as it would seem. 2D animation studios going to the format of 3D instead, theres a learning curve. Just like with how a 2D anime changes its style over the course of the series, the same thing would happen with 3D as they learn and adapt to make it better. At the same time, does it mean companies would use it to try to save time as well? yeah, yeah they would. But, they bring down the quality as well. Its not at all that its cheap. Or lazy. Its that they are choosing to be cheap and lazy when doing it. Which they can do with 2D animation. Just look at DBZ. A lot of the times that characters are just sitting there yelling is them cutting costs of animation by rerolling the same panels over and over again to take up time while saving money. A classic anime that took advantage of that even more heavily was Astro Boy, which actually made that a well known idea and technique.
So its not that the its lazy or cheap. its that the company is being lazy and cheap while doing it. Instead of taking the time and effort. But also the lack of knowledge behind it. Not to mention how much the programs to do it costs >.>
(for reference, I actually studied game art/computer animation)
I do hope and wish more companies would actually take advantage of 3D animation, but do it properly. And take the time to learn it and do it well. And with time, that may happen.

Also to note, it works the same way as 2D animation. You pay for quality. If you don't have a high enough budget. You wont get a high quality animation out of 3D. We see that all the time in the states with 3D cartoons. They're given a small budget because they're a kids show or one off film. So the quality is low. For example, look at the movie for kung fu panda, and then the tv series. The quality is entirely different because the budgets are entirely different. Same thing happens with 2D animation.
